Dar modelarea Londrei, New York-ului \u0219i Parisului modern a fost, de asemenea, bazat\u0103 par\u021bial pe \u00eenchiderea \u0219i re\u021binerea c\u00e2inilor f\u0103r\u0103 st\u0103p\u00e2n, \u00eembl\u00e2nzirea mu\u0219catului canin, uciderea \u201euman\u0103\u201d a milioane de c\u00e2ini nedori\u021bi, dresajul c\u00e2inilor poli\u021bi\u0219ti \u0219i lansarea campaniilor \u00eempotriva defec\u0103rii.<a id=\"_ftnref1\" href=\"#_ftn1\"><sup>[1]<\/sup><\/a><\/p>\n\n\n\n<p class=\"has-text-color\" style=\"color:#808080\">\u201e\u2060Civiliza\u021bia\u201d rezum\u0103 tot ceea ce a crezut Occidentul ultimelor dou\u0103, trei secole ca reprezent\u00eend superioritatea sa fa\u021b\u0103 de alte societ\u0103\u021bi mai vechi sau fa\u021b\u0103 de societ\u0103\u021bile contemporane mai \u201eprimitive\u201d.<a id=\"_ftnref2\" href=\"#_ftn2\"><sup>[2]<\/sup><\/a><\/p>\n<\/blockquote>\n\n\n\n<p>Ce procese au f\u0103cut ca anumi\u021bi c\u00e2ini care locuiesc \u00een apropierea omului s\u0103 fie dori\u021bi, iar al\u021bii respin\u0219i? Ce face ca, o parte dintre ace\u0219tia s\u0103 apar\u021bin\u0103 spa\u021biului domestic ocup\u00e2nd rolul de \u201eanimale de companie\u201d, iar al\u021bii s\u0103 fie considera\u021bi un surplus de care trebuie s\u0103 sc\u0103p\u0103m atunci c\u00e2nd \u201eb\u00e2ntuie\u201d spa\u021biul public? Aceast\u0103 viziune asupra c\u00e2inelui \u0219i ce rol \u0219i loc trebuie s\u0103 ocupe \u00een societate nu este universal\u0103, ci particular\u0103, dezvoltat\u0103 \u00een timp \u0219i uneori chiar fabricat\u0103 cu bune inten\u021bii.<a href=\"#_ftn3\" id=\"_ftnref3\"><sup>[3]<\/sup><\/a> Majoritatea c\u00e2inilor de pe glob, \u00eens\u0103, chiar \u0219i la ora actual\u0103, tr\u0103iesc dup\u0103 alte reguli, motiv pentru care nu sunt \u00een mod exclusiv v\u0103zu\u021bi ca <em>pets<\/em> sau <em>strays<\/em>, adic\u0103 fie ca animale \u201ede companie\u201d fie \u201ehoinare\u201d. Aceast\u0103 \u00een\u021belegere binar\u0103 este, \u00een mod deosebit, occidental\u0103, chiar dac\u0103 practicile de \u00eenmul\u021bire \u0219i de\u021binere a c\u00e2inilor \u00een apropierea gospod\u0103riilor au existat \u00een multe societ\u0103\u021bi, ele nu au fost at\u00e2t de \u201efeti\u0219izate, codificate \u0219i extinse\u201d cum au fost \u00een Europa \u0219i America de Nord.<a href=\"#_ftn4\" id=\"_ftnref4\"><sup>[4]<\/sup><\/a><\/p>\n\n\n\n<p>Urbanizarea ora\u0219elor, igienizarea \u0219i aranjarea spa\u021biului public, modernizarea mijloacelor de transport \u0219i apari\u021bia animalelor de companie ca proprietate privat\u0103, al\u0103turi de frica de rabie, anxietatea fa\u021b\u0103 de mu\u0219c\u0103turi \u0219i dezgustul fa\u021b\u0103 de c\u00e2inii care \u00ee\u0219i f\u0103ceau nevoile \u00een spa\u021biul public, c\u00e2t \u0219i sensibilit\u0103\u021bile \u00een curs de dezvoltare a clasei de mijloc, au creat un context \u00een care prezen\u021ba c\u00e2inilor \u00een afara spa\u021biului domestic s\u0103 fie perceput\u0103 ca o problem\u0103 serioas\u0103 pentru lumea \u201ecivilizat\u0103\u201d a occidentului.<a href=\"#_ftn5\" id=\"_ftnref5\"><sup>[5]<\/sup><\/a> Pe m\u0103sur\u0103 ce str\u0103zile \u0219i spa\u021biile erau modernizate \u0219i \u201e\u00eembun\u0103t\u0103\u021bite\u201d, prezen\u021bele necontrolate ale c\u00e2inilor deveneau tot mai vizibile.<a href=\"#_ftn6\" id=\"_ftnref6\"><sup>[6]<\/sup><\/a> Cu toate c\u0103 anumite fenomene pot fi identificate \u00eenc\u0103 din secolul al XVI-XVII-lea &#8211; de exemplu r\u0103sp\u00e2ndirea cel pu\u021bin a anumitor \u201eanimale de companie\u201d \u00een gospod\u0103riile clasei de mijloc, dup\u0103 cum observ\u0103 Thomas Keith c\u0103 existau \u201emaimu\u021be de companie, broa\u0219te \u021bestoase, vidre, iepuri \u0219i veveri\u021be\u201d &#8211; aceste transform\u0103ri de mai sus devin mult mai vizibile numai din secolul al XIX-lea, \u00eencep\u00e2nd cu Epoca Victorian\u0103.<a href=\"#_ftn7\" id=\"_ftnref7\"><sup>[7]<\/sup><\/a><\/p>\n\n\n\n<p>Cum r\u0103m\u00e2ne cu Rom\u00e2nia, \u00eens\u0103? P\u00e2n\u0103 la urm\u0103, urbanizarea \u0219i modernizarea ora\u0219elor sunt procese care au avut loc \u0219i aici. Chiar dac\u0103 socialismul de stat a for\u021bat \u0219i mai mult modernizarea Bucure\u0219tiului, se pare c\u0103 acum aproape o sut\u0103 de ani \u201eBucure\u0219tiul era v\u0103zut ca un mediu cu adev\u0103rat urban comparabil cu centrele urbane occidentale precum Parisul\u201c \u0219i \u201echiar \u00eenaintea socialismului [de stat], discursurile moderniz\u0103rii urbane erau legate de uciderea c\u00e2inilor\u201c \u00eentr-un mod c\u00e2t mai eficient.<a href=\"#_ftn8\" id=\"_ftnref8\"><sup>[8]<\/sup><\/a> Preocup\u0103rile despre s\u0103n\u0103tatea public\u0103, de asemenea, au ap\u0103rut \u00eenc\u0103 din 1860, iar \u201epraful, noroiul, resturile \u0219i zgomotul \u0219i mirosul animalelor au fost considerate necivilizate \u00een diferite momente\u201d.<a href=\"#_ftn9\" id=\"_ftnref9\"><sup>[9]<\/sup><\/a> \u00cen perioada socialismul de stat, rabia era considerat\u0103 \u201ecea mai periculoas\u0103 boal\u0103 pentru oameni \u0219i c\u00e2ini\u201d.<a href=\"#_ftn10\" id=\"_ftnref10\"><sup>[10]<\/sup><\/a> Chiar dac\u0103 \u00een aceast\u0103 perioad\u0103 \u201enu a existat o compara\u021bie explicit\u0103 a ora\u0219ului [Bucure\u0219ti] cu centrele urbane occidentale, a existat o insisten\u021b\u0103 asupra salubrit\u0103\u021bii, cur\u0103\u021beniei \u0219i esteticii urbane, care au fost echivalate \u00een mod similar cu concepte a unei societ\u0103\u021bi civilizate, urbane.\u201d<a href=\"#_ftn11\" id=\"_ftnref11\"><sup>[11]<\/sup><\/a> La fel ca \u0219i \u00een ora\u0219ele vestice, \u00een spa\u021biul public, c\u00e2inii trebuiau s\u0103 fie \u021binu\u021bi \u00een les\u0103 sau s\u0103 poarte botni\u021b\u0103, iar c\u00e2inii de pe str\u0103zi ajungeau s\u0103 fie v\u0103zu\u021bi ca o problem\u0103 pentru ora\u0219ul Bucure\u0219ti care se definea ca un centru urban modern.<a href=\"#_ftn12\" id=\"_ftnref12\"><sup>[12]<\/sup><\/a><\/p>\n\n\n\n<p>At\u00e2t \u00een trecut, c\u00e2t \u0219i \u00een prezent, c\u00e2inii din spa\u021biul public au ajuns adesea s\u0103 fie portretiza\u021bi negativ \u0219i \u00een cele din urm\u0103 \u00eenl\u0103tura\u021bi, \u00een mare parte, datorit\u0103 discursurilor despre igien\u0103, siguran\u021b\u0103 \u0219i s\u0103n\u0103tate public\u0103, c\u00e2t \u0219i a celor despre dezvoltare urban\u0103 \u0219i ora\u0219 civilizat.<a href=\"#_ftn13\" id=\"_ftnref13\"><sup>[13]<\/sup><\/a> Comparabil viziunilor din Occident, c\u00e2inii din spa\u021biul public rom\u00e2nesc sf\u00e2r\u0219eau \u00een a fi concepu\u021bi ca o \u201emizerie urban\u0103\u201d, ocup\u00e2nd un statut parazitar, motiv pentru care erau \u0219i extermina\u021bi.<a href=\"#_ftn14\" id=\"_ftnref14\"><sup>[14]<\/sup><\/a> \u00cen ce m\u0103sur\u0103 atunci traiectoriile pe care le observ\u0103m \u00een alte ora\u0219e din Vest nu se reg\u0103sesc cumva \u0219i la noi \u00een \u021bar\u0103? Ce putem spune despre istoriile existente \u00eentre oameni \u0219i \u201ec\u00e2inii vagabonzi\u201d de pe teritoriul Rom\u00e2niei? \u0218i c\u00e2nd, sau cum, a \u00eenceput s\u0103 fie problematizat\u0103 prezen\u021ba lor \u00een ora\u0219e?<\/p>\n\n\n\n<p>C\u00e2nd vine vorba de prezen\u021ba animalelor de companie, al\u0103turi de <em>pet<\/em> <em>shops<\/em>, acestea par s\u0103 fi devenit fenomene tot mai vizibile \u0219i legitime pe scar\u0103 larg\u0103 \u00een Rom\u00e2nia numai dup\u0103 \u201989, cu toate c\u0103 \u00een perioada socialismului de stat exista totu\u0219i o categorie similar\u0103 acesteia, cea a c\u00e2inilor \u201ede agrement\u201d care puteau fi \u021binu\u021bi \u00een apartamente cu aprobarea asocia\u021biei de locatari \u0219i at\u00e2ta timp c\u00e2t cet\u0103\u021benii pl\u0103teau taxele aferente acestora &#8211; conform legii 25 din 23 Decembrie 1981.<a href=\"#_ftn15\" id=\"_ftnref15\"><sup>[15]<\/sup><\/a> Trebuie remarcat, \u00eens\u0103, c\u0103 \u201ea cheltui bani sau timp pentru un animal care nu d\u0103 nimic \u00eenapoi era considerat un obicei burghez Occidental\u201d.<a href=\"#_ftn16\" id=\"_ftnref16\"><sup>[16]<\/sup><\/a> Lavrentia Karamaniola observ\u0103 \u00een teza ei de doctorat \u00een antropologie, c\u0103 pe parcursul anilor 1850-1900, \u00een documentele departamentului de salubritate, este men\u021bionat\u0103 \u0219i o categorie a c\u00e2inilor \u201ede lux\u201d.<a href=\"#_ftn17\" id=\"_ftnref17\"><sup>[17]<\/sup><\/a> Totu\u0219i, acest lucru nu \u00eenseamn\u0103 neap\u0103rat c\u0103 ace\u0219tia ocupau rolul de <em>pets<\/em> cum \u00een\u021belegem \u00een prezent aceast\u0103 categorie care s-a schimbat foarte mult \u00een ultimii ani, mai ales lu\u00e2nd \u00een considerare faptul c\u0103 \u00een acest grup au fost \u00eencadra\u021bi pentru o perioad\u0103 de timp \u0219i c\u00e2inii \u021binu\u021bi special pentru v\u00e2n\u0103toare.<a href=\"#_ftn18\" id=\"_ftnref18\"><sup>[18]<\/sup><\/a><\/p>\n\n\n\n<p>Cum r\u0103m\u00e2ne cu \u201ec\u00e2inii vagabonzi\u201d, \u00eens\u0103? \u00cencep\u00e2nd cu 2013, odat\u0103 cu moartea tragic\u0103 a lui Ionu\u021b Anghel, \u201eproblema c\u00e2inilor vagabonzi\u201d a devenit mult mai vizibil\u0103 \u00een \u021bar\u0103. Dup\u0103 anumite relat\u0103ri, b\u0103ie\u021belul de patru ani decedase datorit\u0103 r\u0103nilor grave ob\u021binute \u00een urma unei interac\u021biuni nefericite cu o hait\u0103 de c\u00e2ini \u00eentr-un parc din Bucure\u0219ti. Alte relat\u0103ri ne spun c\u0103 a fost cel mai probabil vorba de un c\u00e2ine de lupt\u0103 sau c\u0103 tragedia \u00eent\u00e2mplat\u0103 a avut loc mai degrab\u0103 la 200m distan\u021b\u0103 de Parcului Tei pe o proprietate privat\u0103. Retrospectiv, nu pare s\u0103 fie foarte clar ce s-a \u00eent\u00e2mplat odat\u0103 ce b\u0103ie\u021belul a r\u0103mas nesupravegheat.<a href=\"#_ftn19\" id=\"_ftnref19\"><sup>[19]<\/sup><\/a> \u00cens\u0103, discursurile despre apartenen\u021ba c\u00e2inilor \u00een spa\u021biul public, num\u0103rul acestora \u0219i ce anume este adecvat, civilizat \u0219i European de f\u0103cut \u00een privin\u021ba c\u00e2inilor de pe str\u0103zi, au luat amploare. Cu toate c\u0103 aceast\u0103 tragedie a declan\u0219at diferite modific\u0103ri \u0219i clarific\u0103ri legislative mobiliz\u00e2nd \u00een lunile ce au urmat o serie de ac\u021biuni ostile \u00eempotriva c\u00e2inilor de pe str\u0103zi, prezen\u021bele acestora au fost demult v\u0103zute ca o problem\u0103 social\u0103 care trebuia eradicat\u0103.<\/p>\n\n\n\n<p>Existen\u021ba c\u00e2inilor \u00een spa\u021biul public rom\u00e2nesc este adesea atribuit\u0103 regimului ceau\u0219ist \u0219i demol\u0103rilor pe scar\u0103 larg\u0103 \u00een urma c\u0103rora cet\u0103\u021benii reloca\u021bi, de la casele cu cur\u021bi la apartamentele reziden\u021biale, \u0219i-ar fi abandonat c\u00e2inii pe str\u0103zi.<a href=\"#_ftn20\" id=\"_ftnref20\"><sup>[20]<\/sup><\/a> Aceast\u0103 poveste nu este \u00een \u00eentregime fals\u0103, dar nu arat\u0103 tot contextul de la vremea respectiv\u0103. Num\u0103rul c\u00e2inilor de pe str\u0103zi a crescut \u00eentr-adev\u0103r \u00een 1980, dar acest fenomen este datorat \u0219i faptului c\u0103 regimul, \u00een lipsa fondurilor pentru \u201ecur\u0103\u021barea\u201d ora\u0219ului, a devenit mai pu\u021bin eficient \u00een \u201egestionarea\u201d adic\u0103 omor\u00e2rea c\u00e2inilor de pe str\u0103zi.<a href=\"#_ftn21\" id=\"_ftnref21\"><sup>[21]<\/sup><\/a> De asemenea, din moment ce ace\u0219ti \u201ec\u00e2ini de paz\u0103\u201d care locuiau la cur\u021bi nu erau propriu-zis \u201eanimale de companie\u201d, iar proprietatea privat\u0103 pe care ace\u0219tia trebuiau s-o protejeze nu mai exista, rolul lor a devenit irelevant.<a href=\"#_ftn22\" id=\"_ftnref22\"><sup>[22]<\/sup><\/a> Dup\u0103 cum analizeaz\u0103 \u0219i Karamaniola: am putea la fel de bine sus\u021bine c\u0103 \u201estatul nu s-a ocupat de ceilal\u021bi, locuitori non-umani\u201d de la cur\u021bile caselor, \u00een loc s\u0103 spunem c\u0103 au fost abandona\u021bi de oameni.<a href=\"#_ftn23\" id=\"_ftnref23\"><sup>[23]<\/sup><\/a><\/p>\n\n\n\n<p>Prezen\u021ba c\u00e2inilor liberi pe teritoriul Rom\u00e2niei nu poate fi atribuit\u0103 \u00een \u00eentregime acestor evenimente, p\u00e2n\u0103 la urm\u0103 c\u00e2inii tr\u0103iesc \u00een spa\u021biul public de secole \u00eentregi.<a href=\"#_ftn24\" id=\"_ftnref24\"><sup>[24]<\/sup><\/a> Av\u00e2nd \u00een vedere primele documente oficiale dedicate elimin\u0103rii c\u00e2inilor de pe str\u0103zi &#8211; ap\u0103rute \u00eenc\u0103 de la \u00eenceputul secolului al XIX-lea &#8211; am putem afirma cu \u00eencredere c\u0103 aceast\u0103 \u201eproblem\u0103 a c\u00e2inilor\u201d nu a pornit cu demol\u0103rile care au avut loc.<a href=\"#_ftn25\" id=\"_ftnref25\"><sup>[25]<\/sup><\/a> Portretizarea lor ca o problem\u0103 care trebuie rezolvat\u0103 apare \u00eenc\u0103 de la sf\u00e2r\u0219itul anilor 1800.<a href=\"#_ftn26\" id=\"_ftnref26\"><sup>[26]<\/sup><\/a> \u00cen 1862, de exemplu, c\u00e2inii care erau g\u0103si\u021bi liberi pe str\u0103zile Bucure\u0219tiului erau otr\u0103vi\u021bi dac\u0103 nu aveau zgard\u0103 la g\u00e2t.<a href=\"#_ftn27\" id=\"_ftnref27\"><sup>[27]<\/sup><\/a> La Foc\u0219ani, apar, de asemena, men\u021biuni despre \u201er\u0103ul c\u00e2inilor care umbl\u0103 pe uli\u021be \u0219i celor ce \u00eei \u021bin nelega\u021bi\u201d precum \u0219i despre \u201est\u00e2rpirea r\u0103ului produs de c\u00e2inii vagabonzi\u201d \u00eenc\u0103 din 1865.<a href=\"#_ftn28\" id=\"_ftnref28\"><sup>[28]<\/sup><\/a> Cu aproape 150 de ani \u00een urm\u0103, \u00een 1876, Mihai Eminescu, devenit apoi poet na\u021bional, cerea \u0219i el \u201eo mai strict\u0103 m\u00eenuire a m\u0103surilor pentru st\u00eerpirea c\u00eenilor de prisos\u201d,<a href=\"#_ftn29\" id=\"_ftnref29\"><sup>[29]<\/sup><\/a> iar \u00een perioada pre-ceau\u0219ist\u0103 c\u00e2inii de pe str\u0103zile din Rom\u00e2nia \u00eempreun\u0103 cu alte animale precum lupii, vulpile, pisicile \u201es\u0103lbatice\u201d \u0219i ciorile erau considerate \u201einamicii economiei socialiste\u201d.<a href=\"#_ftn30\" id=\"_ftnref30\"><sup>[30]<\/sup><\/a> Ce e important de remarcat \u00een acest context este tocmai faptul c\u0103 discursurile non-apartenen\u021bei c\u00e2inilor \u00een spa\u021biul public, at\u00e2t \u00een Occident, c\u00e2t \u0219i pe plan local, au devenit tot mai vizibile \u00een ultimii 200 de ani.<\/p>\n\n\n\n<p>Arhivele Na\u021bionale ale Municipiului Bucure\u0219ti con\u021bin informa\u021bii \u00eenfior\u0103toare despre modul \u00een care statul rom\u00e2n folosea pieile, gr\u0103simea, \u0219i chiar \u0219i carnea c\u00e2inilor de pe str\u0103zi \u00een industria \u00eenc\u0103l\u021b\u0103mintei, \u00een agricultur\u0103 \u0219i \u00een fermele de fazani \u0219i p\u0103str\u0103vi, \u00eencep\u00e2nd cu anii 1850.<a href=\"#_ftn31\" id=\"_ftnref31\"><sup>[31]<\/sup><\/a> Singurul mod prin care ace\u0219tia puteau aduce valoare economiei era prin moartea lor.
